Over 2,200 IPTV subscribers have been fined in a major move to clamp down on illegal streaming in Italy.

Unlike past efforts that mainly targeted service operators, this wave goes after individual subscribers of IPTV providers. Initial penalties start at €154 and can reach €5,000 for those caught again.

The action follows a new protocol that allows Italy’s Prosecutor’s Office, Guardia di Finanza, and AGCOM to share subscriber data from IPTV raids.

Much of the info appears linked to a 2023 investigation in Lecce, where a large IPTV operation was shut down.

New Law Backs IPTV Enforcement

The fines are being issued under Law 93/2023, which expanded Italy’s anti-piracy powers last year. The law allows fines against end-users and supports real-time ISP blocking of unauthorized streams using a system called Piracy Shield.

This is the first time the law has been applied directly to viewers, but it won’t be the last. Three other investigations are already underway to identify more subscribers tied to illegal services.

Football Leaders Endorse the Crackdown

Italy’s biggest football figures are backing the move. Senator Claudio Lotito—who helped write the law and owns Lazio—said “there is no more joking around.”

He stressed that users will now face real financial consequences for pirating live matches.

AC Milan’s Paolo Scaroni said the country has strong anti-piracy tools but must use them to punish both providers and users.

Inter Milan president Beppe Marotta added that this law is a “red card” for piracy and will help restore lost revenue.

Serie A’s CEO, Luigi De Siervo, warned that “no one who commits a crime of piracy in Italy can rest easy.”
