Subscribers of Illegal IPTV Services Will Be Fined Up to €5,000!

Greece continues to crack down on illegal IPTV services and they recently introduced a new amendment to fine individuals who subscribe to these IPTV services.

Record-High Blocking Orders Issued

Greece first introduced domain-blocking measures in 2018, with enforcement handled by the Hellenic Copyright Organization (EDPPI) under the Ministry of Culture and Sports. Over the years, enforcement has escalated:

  • 2018-2021: 38 blocking orders
  • 2022: 62 orders
  • 2023: 89 orders
  • 2024: 124 new blocking orders

The latest wave targeted 810 IP addresses and 49 domains, focusing heavily on live sports broadcasts. The approach highlights a shift toward blocking streaming servers rather than traditional websites.

Fines Introduced for Pirate IPTV Users

Greek lawmakers have approved an amendment to impose financial penalties on individuals subscribing to illegal IPTV services. Under the new law:

  • Home users face fines of up to €700.
  • Public displays of illegal streams could result in fines of €1,500.
  • Commercial use of pirated IPTV services may lead to penalties as high as €5,000.

Additionally, repeat offenders will face doubled fines. These penalties aim to complement the existing blocking measures by making piracy a riskier choice for consumers.

Challenges in Enforcing Fines

While the threat of fines may deter some users, enforcing penalties is complicated. Authorities would need access to subscriber data, which could require cooperation from illegal IPTV providers or payment processors—a difficult, uncertain, and unethical process.

Without a clear strategy for collecting user information, the effectiveness of the fines remains uncertain. Previous research suggests that threats alone do not drive users toward legal streaming services. Instead, offering affordable alternatives has proven more effective.
