The International Broadcaster Coalition Against Piracy (IBCAP) has launched a new automated tool that scans for and disables illegal video-on-demand (VOD) streams & IPTV Apps . This new development builds on the group’s earlier efforts to eliminate illegal live TV streams and is part of a bigger plan to clean up piracy across the globe.

This new tool was created by IBCAP’s own in-house software team and was solely designed to find pirated on-demand content, collect proof of the violation, and then send removal notices directly to the platforms hosting the stolen material.
The organization says this system works much like the one it already uses to take down pirated IPTV streams. That tool helped them remove more than 75% of illegal live TV content over the past year including Kemo & Lemo TV. Now, IBCAP is aiming for the same kind of success with on-demand content.
Early Results from Beta Testing Look Promising
IBCAP ran a beta version of this tool across 10 unverified streaming apps. The results were eye-opening. The system discovered more than 100,000 VOD assets that belonged to IBCAP’s members or were exclusively licensed by them.
These were found through automated scans using a specific list of known titles. Once those illegal streams were flagged, takedown notices were sent to the providers hosting the content.
According to IBCAP, many of the hosting companies responded quickly and started removing the pirated content. This early success has encouraged the group to scale up the program. In the next few months, they plan to roll out this VOD-targeting system to more than 80 additional APK & IPTV Platforms.
What Happens to Non-Compliant Services?
While many hosting companies comply with takedown notices, not all play by the rules. If the first automated notice doesn’t work, IBCAP’s legal team steps in. Attorneys send out follow-up letters, warning the infringers that they are violating copyright law.
This step-by-step approach aims to give services a chance to act before facing more serious legal consequences. It’s a tactic that’s worked well in the past, and IBCAP is confident it will do the same here.

Chris Kuelling, executive director of IBCAP, praised the team behind the tool. He called it the result of a year-long effort and said it gives the organization even more power to fight back against piracy:
This enhancement is designed to remove millions of illegal VOD streams,” Kuelling said. “Our continued investment in developing our own automated systems underscores our commitment to innovation and protecting our members’ content, both in the U.S. and around the globe.
As streaming becomes the main way people watch TV and movies, illegal services are also growing. Tools like IBCAP’s help slow that growth by targeting the content directly, not just the apps or devices used to stream it.
This move might also cause some IPTV services and VOD Apps to disappear if they continue hosting pirated material. For cord-cutters using unofficial apps or services, this could mean fewer options — or more disruptions.
