As first reported by TorrentFreak, U.S. Senators Thom Tillis and Patrick Leahy are introducing the new SMART Copyright Act of 2022. “Smart” in this case stands for Strengthening Measures to Advance Rights Technologies.
This new copyright bill would require online hosting services to implement new protection measures designated by the U.S. Copyright Office.

In effect, this could result in some major changes to the current DMCA laws.
In an official press release, Senator Thom Tillis stated the following about this new copyright legislation:
“In the fight to combat copyright theft, there is currently no consensus-based standard technical measures and that needs to be addressed. I am proud to introduce this bipartisan legislation that will provide widely available piracy-fighting measures and create a trusted and workable internet for our creative communities.”
Senator Tillis may be a familiar name to some, as he spearheaded the controversial Felony Streaming Bill in late 2020 that made its way into the Covid Relief Bill.

One of the bipartisan supporters of the SMART Copyright Act, Senator Patrick Leahy, also commented on this new bill:
“Nearly twenty-five years ago we enacted the Digital Millennium Copyright Act, a landmark update to the copyright laws for the internet age. Since then, the internet has significantly changed, and with it so has the world of copyright. I’m excited to work, alongside Senator Tillis, with filmmakers, musicians, authors, and artists of all stripes, enlisting the help of online platforms, to address online copyright theft that robs these artists of the fruits of their creativity and hard work.
What’s most interesting about this proposed copyright legislation are the different responses from various organizations.
On one side, you have overwhelming support from groups like Author’s Guild, Creative Future, and the Motion Pictures Association (MPA).

In a recent press release, the MPA stated the following:
“We are thankful to Ranking Member Tillis and Chairman Leahy for their continued work to protect the rights of the creative community from digital theft. In enacting the DMCA, Congress envisioned that creators and online service providers would work together on technical solutions to protect copyrighted works.”
On the other side, we see groups such as Public Knowledge and ReCreate explain their opposition to this bill.

Public Knowledge published an article with their thoughts on the SMART Copyright Act bill which states the following:
“This bill opens the door to online censorship on a massive scale. While Public Knowledge steadfastly believes that protecting copyrighted works is essential for promoting creativity and protecting the livelihoods of creators, this bill threatens the very values it claims to protect and would be disastrous for a free, creative, and culturally rich internet. Unfortunately, the SMART Act is anything but.”

Agree. I could not support any currently sitting republican senator or, for that matter and sitting republican representative (excepting Liz Cheney, et al, who risk their jobs telling the truth). Tillis is bought and paid for. His self-serving style of presenting things is simply disgusting. There are some valid issues with controlling access to copyright material but they are pretty fine points for the most parts. We have rampant gun violence, serious health issues with mutating viruses, major problems with inflation and supply shortages and the possibility of war with Russia. Probably the most serious problem is the internal conflict or culture conflict within our country. Some like Texas, Alabama and Florida, for example, are burning books and restricting women’s rights for christ’s sake – and we are taking time in the government with this petty partisan crap about regulating the internet. Do you think Tillis would redirect his priorities if one of his children was shot at school? My guess is that it would depend on how much money he was getting from the NRA and other big spenders. Oh, and how far his nose was up Mitch McConnell’s ass. Maybe a bill should be passed that criminalized lying to the American public and hindering progress that might really help millions of our people in more critical areas. The real question is whether democracy can actually work in the long run. The senate is apparently voting NO on this. Unfortunately a lot of voters are pushing for that NO vote as well. If you want to force women to carry pregnancy to term irrespective of any freedom of self determination even, in some cases, where it could mean the woman’s death and you want to burn books to rewrite history, is it any surprise that the same folks want to control the internet. The internet is a threat to self-serving fools like Tillis, McConnell and his gutless crew. Good luck democracy!
Hi, I pay 100$ a month for the internet and should be allowed to watch or download anything that I want . They shouldn’t put there stuff out there if they don’t want people see or hear it.
For SMART read surveillance state,big brother, control and agenda 21. When are people going to wake up that they are being played like fiddles by the WEF and others wanting to make everybody dependent on the state and be poisoned by the Covid vaccines.

Ranking Member Tillis, Chairman Leahy and every other pirate in Congress should be audited for their entire career and kiss Uncle Sam’s ass. Now all these pirates want more. Entertainers, athletes, and artists are always screaming copyright infringement. Everyone of them are over payed parasites who believe they are financially manipulated by people who actually work for a living and create their fan base. We are in the midst of WW3 ,the crash of the US dollar, and these pricks are worried about the so called “artists” getting richer, that have more money than all of us in this forum put together and tenfold. There will always be a way to pirate their films and music, so I am not worried. For me, I have a tough time finding anything worth watching that’s made recently. I have almost everything I like downloaded and stored, and hasn’t cost me an f##%ing red cent. Always a way!!!

I read the entire Bill an its all set up for the librarian, the Register, and the secy to get paid off $900,000.00,for first yr appropriations and then $800,000.00 second yr and $700,000.00 next three five yr total. Ok then all the money the judge can award is ridiculous. I don’t like it.

I don’t get it. Anyone who works on a film, work in the music industry, including actors and singers get paid for their performances. Once it’s a wrap, it’s a wrap. Instead of paying “artists” all these millions of dollars, pay the techs an lay workers what they’re entitled to. I know plumbers electritions, etc…maybe you should pay them every time you flush a toilet or turn on a light switch. Sport and entertainment figures are paid and treated like royalty; it’s all bullshit to me.

Seems to me this will end up like dug enforcement, the little guys will get arrested and prosacuted while the big players from other contries will get a free pass.
