The International Broadcaster Coalition Against Piracy (IBCAP) released its 2025 annual report highlighting significant wins against illegal streaming operations.
The coalition, representing over 220 television channels worldwide, announced several major accomplishments in their ongoing battle against content piracy.
Expensive Lawsuits Target Host Providers
IBCAP filed major lawsuits against hosting companies Virtual Systems and Innetra PC, seeking over $41 million and $25 million respectively. These hosting providers allegedly enabled piracy by ignoring takedown notices.
Virtual Systems reportedly operated under a “DMCA Ignored” policy and dismissed over 500 infringement notices from IBCAP.
The coalition also sued operators behind LemoTV and Kemo IPTV in April 2025, demanding over $25 million in damages.
Despite receiving approximately 100 infringement notices, these services continued operating and accounted for nearly 30% of all unauthorized streams detected during the first quarter of 2025.
Technology and Sports Crackdowns
IBCAP rolled out new automated monitoring software designed to detect illegal video-on-demand content across set-top boxes and IPTV services.
This system sends takedown notices automatically, often resulting in quick removal of unauthorized streams worldwide.

The coalition achieved impressive results targeting cricket piracy during major tournaments. They disrupted 6,723 streams during IPL 2024 and blocked over 2.1 million Facebook Live views.
During the Cricket T20 World Cup, IBCAP removed 3,783 streams while maintaining a 100% success rate on social media platforms.
New Members Join Coalition
IBCAP expanded by adding three prominent members: Japan’s NHK in June 2024, DIRECTV in March 2025, and Italy’s national broadcaster RAI most recently.
These additions show how traditional media companies are banding together to combat unauthorized streaming services.
Final Thoughts
While IBCAP celebrates these victories, the reality remains unchanged – whenever one pirate service shuts down, hundreds more appear to take its place.
These expensive legal battles and monitoring systems represent significant costs that likely burden taxpayers through government-backed enforcement agencies.
Rather than playing endless whack-a-mole with pirates, media companies might better serve consumers by focusing on affordable pricing and simplified content access.
The current fragmented streaming market, where content spreads across dozens of streaming platforms, continues driving users toward unauthorized alternatives.
