The State of Michigan Introduces Bill to Ban Pornography

A group of Michigan House Republicans has introduced legislation that would ban pornography across the state and impose severe criminal penalties for violations.

House Bill 4938, called the “Anticorruption of Public Morals Act,” was introduced on September 11, 2025, and referred to the House Judiciary Committee.

What the Bill Targets

Representatives Josh Schriver, Joseph Pavlov, Matt Maddock, James DeSana, Joseph Fox, and Jennifer Wortz sponsored the legislation.

The new bill targets any digital content distributed online that aims to sexually arouse viewers, including videos, adult apps, stories, manga, AI-generated material, and live feeds.

Beyond pornography, the bill prohibits content showing “disconnection between biology and gender” – banning depictions of transgender individuals or cross-dressing through clothing, makeup, or prosthetics. The only exemptions allow material for scientific research, medical instruction, and peer-reviewed academic content.

Criminal Penalties and Enforcement

The proposed law carries harsh felony charges for violators. Companies caught distributing prohibited content face up to 20 years in prison and $100,000 fines.

Those distributing more than 100 pieces face 25 years imprisonment and $125,000 fines. Individual users consuming such content could face identical penalties.

ISP Requirements

Internet service providers would be required to implement mandatory filtering technology to block prohibited material.

This is where it gets interesting – the new bill would apparently require ISPs to actively monitor and block VPNs, proxy servers, and encrypted tunneling methods that bypass content restrictions.

The bill establishes a special enforcement division within the Attorney General’s office, funded by civil fines collected from violations. Internet platforms must implement AI-driven filtering, human review teams, and provide annual transparency reports to state police.

Final Thoughts

This legislation represents one of the most restrictive internet censorship proposals in recent US history. Pornography bans like this will likely cause VPN usage to skyrocket as residents seek ways to bypass content restrictions.

We’ve seen this exact same situation play out in the UK where VPN demand skyrocketed over their new privacy laws.

When lawmakers inevitably target VPNs and other privacy tools, we enter dangerous territory with serious invasions of user privacy.

  1. Any ideas that the government serves and protects it’s citizens without total controlling how we think or speak has Gone with the Wind decades ago, Drinking, smoking, hanging out with friends, how we use our phone, demanding our money back when corporate America cheat us, And smile you are on camera the minute you step outside. Even off the grid, its called satellites. They need to be removing laws now, not adding to the pile of crap they have alreadyslid under the table and passed.

    1. I applaud this proposed legislation. This is well beyond constitutional rights. Pornography should be banned everywhere period. It’s a sick disease that offers no moral good to society and often leads to other insidious crimes. There is never any good thing that can come from pornography as it only has the potential to corrupt any society more than it is today.

  2. More gov bs.They want to tell us what to do,they can’t even accomplish their basic job ,eliminate our debt and lower ridiculously high taxes.

  3. So *all* private, encrypted information, such as banking and corporate data, will be examined and I’ll bet that it will become available to a warrant from any court or police action. Shameful!

    1. In all my years (I’m going gray) I’ve yet to see a bill where they touted it as “think of the children” did it help the children. All that these bills ever did was to cause harm to normal every day adults.

For those who say “who cares, it’s porn?” I say this, “What will they ban next?” Because it’s never enough. These crazies are never satisfied, they always want more. They always want more power. I mean, when was the last time you heard about a “temporary” tax being removed?
