Government Website Exploited to Promote Fake IPTV Services

Scammers have found a new way to make their fake IPTV services appear legitimate by hijacking government websites.

A recent security breach at the EU’s official Eurostat portal allowed cybercriminals to promote unverified services that ranked at the top of Google search results.

Google originally allowed IPTV sponsored listings but after removing those from search results this is the next iteration of manipulation from unverified IPTV services alongside Reddit threads.

Scammers Exploit Official EU Website to Promote IPTV

Cybercriminals recently exploited the European Commission’s Eurostat website to promote questionable IPTV services.

The hackers uploaded fake PDF documents that ranked at the top of Google searches for terms like “best IPTV providers of 2025.”

Eurostat serves as the EU’s official statistics department, providing data to member states. However, these malicious documents had nothing to do with European statistics.

Instead, they promoted IPTV services offering access to 18,000+ channels and 98,000+ video-on-demand titles for under $60 per year.

How the SEO Hack Worked

The attackers uploaded multiple PDF files to Eurostat’s servers two weeks before discovery. These documents contained links directing users to portugueseiptv[.]pt and similar suspicious websites.

The scheme worked by exploiting Eurostat’s high domain authority. Search engines trust government websites, so the fake documents quickly climbed to the top of search results.

What made this hack particularly dangerous was how it fooled Google’s AI overview feature. The AI system interpreted these fake documents as official EU recommendations, suggesting specific IPTV providers like “HyperStream Plus” and “ViewFlex IPTV” when users asked about EU IPTV advice.

Response and Cleanup

After being alerted to the security breach, Eurostat quickly removed the malicious PDFs from their website. The documents no longer appear in search results, and the immediate threat has been contained.

However, this incident highlights a broader problem. Scammers regularly exploit upload vulnerabilities on reputable websites to boost their search rankings.

Government sites, educational institutions, and established businesses often become unwitting hosts for these schemes.

After a quick Google search for ‘best iptv providers gov’ we found more government websites involved in a similar situation.

Red Flags in the Fake Services

The promoted IPTV services displayed several warning signs that consumers should recognize:

• Claims of Netflix, Disney, and Premier League content
• Promises of 10K+ live channels
• Lack of proper licensing information
• Professional-looking websites masking illegal operations

These services likely operate without proper content licensing agreements. Users who subscribe risk legal consequences, service interruptions, and potential financial scams.
