A new UK government report revealed that live sports streaming piracy has reached all time highs.
The UK’s Online Copyright Infringement Tracker shows that live sports piracy hit 38% in 2024, an increase from 36% in 2022, marking the highest rate ever recorded since tracking began in 2019.
Legal Sports Platforms Losing Ground
The report highlights a concerning disconnect between legal streaming prices and consumer behavior.
While paid subscriptions to legal streaming platforms fell by 8% in 2024 (51% of respondents), paid subscriptions to pirate IPTV providers were up 4% and used by 12% of respondents.
This shift demonstrates how expensive legal platforms are pushing viewers toward more accessible pirated options through IPTV, apps, and free sports websites.
The cost factor became even more apparent during the study’s research phase, where participants cited abandoning sports subscriptions due to rising costs alongside other living expenses.
Even with new sports streaming services like ESPN’s App, these media giants continue to price out average consumers. When you factor in that most sports fans need multiple subscriptions for certain games, the monthly cost easily exceeds $100.
Rising Costs Drive Piracy Growth
The study found that 3.9 million people accessed at least some live sports content illegally, with the perception of unfair or high pricing for legal streaming services cited as a main driver for illegal content access.

Particularly concerning is the demographic breakdown: exclusive use of illegal sources was highest among those aged 16-24 at 28%, while those with high passion for live sport were most likely to infringe at 44%.
Media Companies Created This Problem
The streaming wars have created a nightmare for sports fans. Instead of one affordable platform with comprehensive coverage, we now have:
- ESPN+ ($10.99/month) – Limited college and select pro games
- Peacock Premium ($5.99/month) – Premier League and select NFL games
- Apple TV+ ($6.99/month) – MLS season pass additional $99/year
- Amazon Prime Video ($8.99/month) – Thursday Night Football

These companies could easily offer comprehensive sports packages for $20-30 monthly, but their shareholders demand maximum profits.
The result? Millions of fans choosing free illegal streams over paying $200+ monthly for fragmented coverage.
Other Entertainment Categories Show Mixed Results
While sports piracy surged, overall piracy rates decreased slightly from 32% in 2022 to 29% in 2024. Movie infringement returned to 2019 peak levels at 27%, up from 24% in 2022, while music piracy rose marginally from 25% to 26%. Television piracy remained stable at 19%.
The study estimates around 8 million people pirate at least some music in the UK, with 8.9 million people pirating movies and 6.2 million accessing TV shows illegally.

Until these media giants abandon their profit-maximizing strategies and offer affordable, comprehensive sports packages, piracy will continue its upward trajectory among fans who simply can’t afford to pay hundreds monthly for basic sports entertainment.
