Trump’s proposal has stirred confusion and concern across Hollywood, especially given the limited details on how it would be enforced.

“The Movie Industry in America is DYING,” Trump wrote on Truth Social. He argued that other countries are luring U.S. filmmakers with tax breaks and cheap labor, calling it a threat to national interests.

The proposal comes during a difficult time for the film industry. Domestic box office numbers are down from pre-pandemic levels.

Although theaters have reopened, big-budget releases are fewer, and streaming services now dominate consumer habits.

While platforms like Netflix and Disney+ have seen growth, many rely on international teams and locations to cut costs—something this tariff could directly impact.

Movie Industry Left in the Dark

The announcement followed a meeting between Trump and entertainment figures including actor Jon Voight and executive Steven Paul.

They reportedly discussed ways to encourage more local production, such as tax reform and limited-use tariffs. But what the public heard was a flat 100% tax on all foreign-made films, with no clear guidelines.

Studio executives say it’s not that simple. Many modern films are made in parts across several countries.

One exec likened it to building a car—scripts, filming, effects, and editing are done globally and pieced together later. It’s unclear whether the tariff would target only scenes shot abroad, joint projects with foreign investors, or all of it.

Some warned it could restrict creative freedom. Producer Todd Garner, currently working in Australia, questioned how a film like Saving Private Ryan could be shot entirely within the U.S. “Would you do it in Shreveport?” he asked.

Mixed Union Response

Industry unions had mixed reactions. SAG-AFTRA expressed openness to any policy that increases jobs for American actors and workers.

IATSE, which represents over 170,000 behind-the-scenes workers, pushed for a balanced approach. They want incentives for U.S. productions without harming international colleagues or global projects.

Still, the policy’s rollout appears far from certain. Trump told reporters he plans to meet with Hollywood leaders before making final decisions.

Meanwhile, legal experts and producers are scrambling to understand how a digital product—like a movie streamed from the cloud—could even be taxed at the border.

Economic and Market Fallout

The entertainment sector responded quickly. Shares of Netflix dropped 2%. Other giants like Disney and Universal-owner Comcast also took hits, while theater operators like Cinemark and IMAX saw declines around 2%.

Digital analysts pointed out that traditional customs tools don’t work for cloud-based film distribution.

Analyst Doug Creutz warned that putting digital content into trade disputes could backfire on U.S. media companies, who rely heavily on overseas markets. In 2024, nearly 70% of all box office sales came from outside the U.S. and Canada.

What Comes Next?

The Commerce Department and U.S. Trade Representative are reportedly reviewing the proposal. Whether it becomes official policy or fizzles out remains to be seen.

For now, Hollywood faces more questions than answers as it considers what a 100% tariff on foreign-made films could mean for business, creativity, and competition in a changing global market.
