Russia Restricts WhatsApp & Telegram: Another Act of Censorship

Russia has restricted calls on WhatsApp and Telegram citing ‘criminal activity concerns’ when in reality this is another method of censorship.

Russia Blocks WhatsApp and Telegram

Russia’s communications watchdog Roskomnadzor announced Wednesday that it has restricted voice and video calling features on WhatsApp and Telegram within the country.

The federal agency claims these limitations target criminal activity conducted through foreign messaging platforms.

Russia’s Justification for Restrictions

Roskomnadzor told state news agency TASS that “calls on these foreign messaging platforms are partially restricted to counter criminal activity.”

The watchdog alleges that fraudulent calls have migrated to these apps after Russia implemented its Antifraud system in 2024.

According to officials, criminals use these platforms for extortion, sabotage, and terrorist recruitment. Anton Nemkin, a State Duma committee member, reported that WhatsApp fraud attacks against Russians increased 3.5 times since 2024.

The agency claims it repeatedly requested both companies implement safety measures but received no response from either platform.

Selective Implementation Strategy

The restrictions began August 1st and only affect calling features. Text messaging and other functions remain available to users across Russia. Reports suggest the disruptions vary in scope throughout the country.

WhatsApp faces additional scrutiny as it belongs to Meta, which Russia designated an “extremist organization.” Telegram, created by Russian entrepreneur Pavel Durov, operates from Dubai since 2017.

Government Alternative in Development

President Vladimir Putin authorized development of a state-backed messaging app in June, citing security concerns about foreign platforms.

This upcoming service will integrate with government systems, allowing citizens to access official documents and sign papers electronically.

Moscow hopes this domestic alternative will reduce Russian dependence on WhatsApp and Telegram. The Digital Development Ministry indicated restrictions could lift if both companies comply with Russian legal requirements.

Broader Censorship Pattern

This action represents another step in Russia’s expanding digital control efforts. The government continues implementing measures that restrict foreign technology platforms while promoting domestic alternatives.

Russian lawmakers have also proposed new legislation that would fine citizens for searching restricted content online and promoting VPN services, marking further escalation in digital censorship.

Other nations may observe Russia’s approach as a template for similar restrictions. The selective blocking strategy allows authorities to maintain some platform functionality while limiting specific features they consider problematic.

Final Thoughts

Russia’s messaging app restrictions reflect growing global tensions over digital sovereignty and platform control.

While officials cite security concerns, these measures appear to be part of broader censorship efforts targeting citizen communications.

We hope other governments don’t follow suit with Russia’s censorship playbook, as this selective blocking approach could easily spread worldwide…
