The league’s report highlights several DSPs that have been responsible for enabling thousands of illegal streams during the current and past seasons.
The identified DSPs include the following:
- Amarutu Technology Ltd: With data centers in the U.S. and Netherlands, Amarutu has been a repeat offender, ignoring takedown notices from the Premier League. It has hosted over 5,000 illegal streams this season alone.
- Istqservers: This Jordan-based DSP has been on the EU Commission’s Piracy Watchlist and was linked to more than 12,000 illegal streams. It allegedly uses multiple ASNs to evade enforcement actions.
- Best DC / PEENQ.NL: Despite a recent change in branding, this provider remains under scrutiny for its role in hosting over 14,000 infringing streams.
- HostPalace Web Solution: Operating across multiple continents, HostPalace has been notably uncooperative in addressing piracy, reportedly hosting around 20,000 illegal streams.
Other DSPs like NetSolutions, Pulsarnet, Squitter-Networks, and Virtual Systems LLC were also named in the submission for their roles in supporting piracy networks.
2. Streaming Platforms and Websites
The Premier League also called out sports streaming platforms like Aliez.tv and Livetv.sx, which continue to be major sources of illegal sports streams.
Aliez.tv, linked to over 3,000 infringing streams this season, appears to have ties with livetv.sx, another notorious site that operates in multiple languages and attracts millions of visitors despite being blocked in several countries.
Sites like Freestreams-live1 and Footybite were highlighted for their ability to quickly adapt to domain seizures and other anti-piracy measures. Other streaming platforms listed by the Premier League include:
- Pirlo TV
- Sportshub
- Sportsurge.club

- Xoilac
Even after facing crackdowns from U.S. authorities, these platforms have continued to operate under new domains, demonstrating their resilience in the face of legal actions.
