Two Arrested in Pirate IPTV Raid – Over 275 Items Seized

In a significant crackdown on piracy, Taiwan’s Criminal Investigation Bureau (CIB) successfully raided a pirate IPTV operation that had been illegally streaming broadcasters’ content for over two years.

The raid, which took place last month, led to the arrest of two suspects and the seizure of 279 items, including set-top boxes, video encoders, servers, networking hardware, and mobile phones.

This operation highlights the ongoing issue of IPTV piracy, especially within regions like Taiwan, China, and Hong Kong.

Hidden IPTV Operation in Abandoned House

The CIB’s raid uncovered a sophisticated operation hidden in a seemingly abandoned house. The house, which was rented by one of the suspects, was chosen for its low-key, inconspicuous appearance.

However, the interior told a different story. The authorities found an extensive setup, including 72 set-top boxes and 72 signal encoders, which were used to capture and stream live TV (IPTV) content from legitimate broadcasters.

The equipment was labeled and organized, indicating a well-structured operation designed to avoid detection.

Pirate App Leads to Investigation

The investigation began when authorities noticed the sale of an app called Qingtian TV, also known as Sunny TV, on online auction platforms.

This app offered users access to live TV streams illegally sourced from broadcasters. Among those affected were Taiwan’s Satellite Radio and Television Business Association and members of Japan’s anti-piracy group CODA, which includes major TV stations like TBS, Fuji TV, and TV Asahi.

The estimated market value of the content distributed through the app over two years was around one billion Taiwan dollars (approximately US$31.2 million).

The investigation, spearheaded by the Taichung District Prosecutor’s Office, culminated in the coordinated raids on locations in Taichung City and Yunlin County.

Structure and Implications of the Piracy Operation

The suspects, identified by their surnames Li and Chen, were key players in the piracy operation. Li reportedly managed the operation from the rented house, while Chen is suspected of selling the illegal OTT software through various online markets.

To avoid detection, Chen frequently changed his online accounts, making it difficult for authorities to trace the operation.
