UK Report Blames Streaming Pirates for £1.35 Billion Loss

A new UK industry report claims illegal streaming costs the government enough tax to pay 9,400 NHS nurses every year.

It comes from BeStreamWise, the anti-piracy campaign backed by Sky, the Premier League, FACT, the BBC, and the UK Intellectual Property Office.

Its headline number is a £1.35 billion annual hit to broadcasters, converted into 10,400 lost jobs and £366 million in missing tax. How it reached that number is never shown.

Where the £1.35 Billion Premier League Piracy Figure Comes From

The campaign paid WPI Economics to build the estimate on a JL Partners poll of 2,501 UK adults in February. Almost a third admitted streaming illegally in the past three months.

The published version states the result and stops. Nowhere does it show the workings.

The campaign explained that pirates were asked which services they would buy if piracy vanished, then those answers were multiplied by average cost and scaled up.

So the £1.35 billion is not lost revenue. It is what people told a pollster they might spend in a hypothetical world.

Per a report from TorrentFreak, no correction was applied for the well-documented gap between what people say in surveys and what they pay.

The Premier League Will Not Discuss Its Own Prices

Here is the chain the report will not draw. Its own poll names cost as the top reason for pirating, at 38%.

The Premier League then sold its domestic rights for £6.7 billion over four years, more than the last cycle, and fans need two broadcasters for one competition.

The league banked that increase. The broadcasters passed it on. The report calls the resulting piracy a crime problem and asks for a leaflet campaign.

The government’s own tracker found the opposite when UK sports piracy hit record levels, blaming pricing rather than morality.

What the Report Actually Asks For

No new laws. No new blocking powers, despite UK ISPs already blocking thousands of domains.

It wants the government to push awareness campaigns harder, calling that an “oven-ready” move. The prime candidate it names is BeStreamWise.

Follow the loop. A campaign funded by Sky and the league paid for a report whose main recommendation is more funding for that campaign, while 52% of illegal streamers say they will keep going anyway.

The nurses are just packaging for this propaganda. Not once does the industry ask whether its own pricing built this audience, because that answer costs money and blaming the viewer is free.
